Key here is to have an accurate installed thickness including any backer board, adhesive, or mud of floor material before an accurate height can be established for vertical measurements.

Always request light switches be placed as close to the edge of the wall as possible... Right next to the door frame 2x4. To leave wall space uncluttered and to provide art placement unencumbered by same.
Art needs to be the focal point of a wall, NOT switches nor any other wall hung outlet including AC thermostats which are often the worst offenders!
